I have no idea. It's not like we'll find another thief conveniently mugging someone in a nearby alleyway. Do you know where there's like, a thieves' hideout in town, or something? There is one in East Knolton, but I think it would be unwise to break into a hideout at this point. We'd be completely out-numbered.
Oh, what if we just finished the mission? The letter does not say how many thieves we must defeat. We just need to quiet them down! But, it uses the plural form. We're expected to defeat at least one more thief. If we went back to Jack now saying that we're done, he'd call this a quest cancellation.
I suppose there's nothing else to do except keep patrolling the streets. I figured that was an obvious course of action, especially since we have only ventured a few feet from the guild building so far.

So, despite Klaus’ best efforts to argue otherwise, the quest continues.
